Sadi commands all four Jailer Beasts of Level 5 without carrying a Devil Fruit of her own — and by every account, she outmatches the four of them combined despite their awakened Zoans. A rating system built for fruit-powered threats has nothing to work with on an authority that runs entirely on the terror she personally inspires in superhuman subordinates.
She insists on being called Sadi-chan, takes visible pleasure in the screams of whoever she's punishing, and that reputation for cruelty is what her file records throughout the Impel Down breakout, while the prison holds Portgas D. Ace pending his transfer to Marineford. What she admires in Magellan, even then, is nothing more than the same cruelty she embodies herself one floor down. After the timeskip, though, one fact cuts directly against that image: she develops feelings for Magellan, the man whose career has just collapsed with his demotion to vice-director. The most feared jailer on Level 5 attaches herself to precisely the administrator her own institution has just publicly humiliated.
No Cross Guild rating touches her name, consistent with the rest of Impel Down's staff, none of whom hunt anyone beyond the prison walls. What her file documents, then, isn't a body count but an entirely internal hierarchy of fear — one built by a woman with no supernatural power at all, holding sway over jailers who can turn into beasts and still answer to her regardless.
