Hannyabal inherits the directorship of Impel Down at the exact moment his own superior collapses. Magellan falls: demoted to vice-director after Blackbeard's crew tore through Level 6, humiliated in front of the entire prison staff. Hannyabal rises — hand-picked for the job by Magellan himself, who never considered anyone else fit to take it. Two careers cross the same org chart moving in opposite directions, and neither one earns so much as a single crown or star from Cross Guild. Before that promotion, Hannyabal had thrown himself into the fight against Blackbeard's crew right alongside Magellan, with no more success than his superior — a veteran of the same defeat, promoted to run the very facility that had just suffered it.

The rating system prices fighters still swinging on the battlefield; Hannyabal runs a prison, he doesn't chase anyone. His promotion never produced an image, a witness, or a scene a wanted poster could summarize — only a paperwork decision, settled behind closed doors while Luffy and Blackbeard tore the building apart several floors down.
