The World Government never got the chance to raise Teach by stages. He goes from a wanted man with no berry attached to over two billion with nothing in between, because two years had to be settled all at once.
Those two years are crowded. A year after Marineford he crushed Marco and what was left of the old crew in the Payback War, which finished the argument about whether he belonged among the Emperors. He knew Whitebeard's former territories better than anyone alive and took most of them, island by island. The raft of the early days became a fleet: his officers were made Titanic Captains of their own ships, he took the rank of Admiral above them, and the flagship was named the Saber of Xebec. Over the same period the crew began hunting down and killing Devil Fruit users to take their powers.
He also tore Hachinosu away from Ochoku during the Rocky Port Incident. The island had never answered to anyone and the Navy had left it alone for generations. It is his base now, and he means to have it recognised as a member nation.
One comparison gives the number its scale. Whitebeard, whose fruit, seas and part of whose men he took, was posted at a little over five billion. Teach inherited all of it and is priced at under half. He is nonetheless the only man known to carry two Devil Fruits at once, and the only one whose first printed sum was already an Emperor's.
