This figure sits on a man nobody has seen fight since Marineford. In a registry that almost everywhere else measures blows landed, that is an anomaly worth naming. What Crocodile contributes to Cross Guild is not force but capital. He funds the structure, sets its rates, and pays Dracule Mihawk to do the collecting.
The arrangement is consistent with everything he has ever been. In Alabasta he did not raid. He ran a casino, bought officials, sold a stimulant to a country he was starving, and let other people handle the violence on his behalf. Moving from classical piracy to a business model cost his method nothing at all. It cost him visibility, and the amount printed here is still calibrated as though the subject were a front-line combatant.
There is one weakness in him, and it is not a military one. Emporio Ivankov holds something from his past and threatened to make it public at Impel Down, and it is the only time in the story anyone has silenced Crocodile with a single sentence.
A criminal file has no field for that kind of exposure. It remains, to date, the only leverage anybody has managed to apply to him without laying a hand on him, and it is worth more than the number above it. Worth noting in passing: Galdino, one of his old Baroque Works agents, is still at his side twenty years on. Crocodile loses empires. He does not seem to lose staff.
