A hundred and sixty years old, and he is not old. Giants from Elbaf live roughly three times as long as humans, which puts Brogy somewhere around the middle of his life, with plenty of time in hand to watch everyone else discussed on this site grow old and die.
So this amount is being applied to something the World Government's machinery was never built to track. A criminal file quietly assumes a human career: thirty or forty years of activity, a capture, an execution, a closure. Brogy has been wanted for longer than some of the institutions currently wanting him have existed, and there is no indication the file is anywhere near closing. The clerks who opened it are long dead. Their paperwork is still running.
The second half of the justification explains part of it: he went back to sea. Having settled the duel and returned to Elbaf, Brogy came out of the prehistoric island he had shut himself inside, intervened at Egghead to get a crew of humans to safety, and now sails alongside an Emperor he calls his brother.
The world did not reassess him because he had grown stronger. It reassessed him because, after a century of silence, the name had started appearing in reports again. That may be the most useful thing this page has to offer: in this system, ceasing to be seen amounts to ceasing to exist, and reappearing once is enough for the machine to resume its calculation exactly where it left off.
