Luffy did not beat Big Mom, and the bounty never claimed he had: when it lands, the Emperor herself is posted at 4,388,000,000, close to three times his own figure. What this step records is stranger than a win, and that is the interest of the entry.

The objective on Whole Cake Island was to retrieve Sanji and get out alive. The wedding collapsed, the assassination attempt failed, the Thousand Sunny escaped, and Luffy did put down Charlotte Katakuri, the Minister of Flour, undefeated until then and posted at 1,057,000,000. A serious achievement by any measure. But the Emperor herself was still standing, and furious.

What turned an escape into a coronation was the press. Morgans, who runs the World Economic Journal, smelled the front page before anyone else did. He picked his angle, ran a Fifth Emperor of the Sea above the fold, and the world read his version rather than the Marines' report.

The figure itself records two separate things. Putting down an Emperor's right hand inside her own territory and leaving alive was worth a raise: 500 million to 1,500,000,000, tripled. The Emperor title rests on nothing administrative at all — this is the only step in his career where the number rewards a reputation as much as a documented fact.

The two Emperors concerned read that front page differently from everyone else. Kaido settled the question with a single swing of his club the moment Luffy reached Wano, and Big Mom made the journey to close a personal account, not to acknowledge a peer. The title arrived ahead of the deeds, and Luffy spent the following arc catching up to it.
