The administrative absurdity of this reissue is worth measuring. By the time the World Government finally updated Brook's file, the entire world already knew his face — because it was displayed, legally, on tens of thousands of concert bills.

Across the two years the crew was scattered, Brook became Soul King: a globally famous musician, headliner of sold-out tours, whose records sold as far as the New World. A singing skeleton is an unbeatable commercial proposition. He filled stadiums under his own name, in costume, without anyone connecting him to a fifty-year-old wanted notice showing a man with a face.

The new poster, at 83 million, is therefore the first document in which the institution formally concedes that its subject died and came back. The portrait is of a skull. Somewhere inside a World Government office, a clerk approved that update and moved on to the next file.

The amount itself comes from the general revision of the crew after Dressrosa, where Brook was part of the group that stayed with the Thousand Sunny.

Brook is probably the only pirate in history whose public fame preceded the reissue of his wanted notice by two years.

The gap has a simple explanation, and it is more unsettling than it first looks. Nobody was searching for a dead man. The Government held a name, a portrait and an amount, and it never occurred to anyone to check whether the Rumbar Pirates' musician, missing for half a century, and the stadium act performing under the same first name might be one person. An administration only finds what it believes it is looking for.
