Two words printed on this poster carry more weight than the rest of the document: alive only.

It is the sole bounty in the crew — and one of very few anywhere in the register — issued with that restriction. An ordinary notice leaves the hunter a choice: dead or alive, the rate doesn't move. Forbidding the kill complicates the capture, raises casualties, and serves no purpose for the Marines, whose objective stops at removing a threat from circulation. When that clause appears, it did not originate with the institution issuing the poster. It came from somebody who arranged to have it added.

Nobody on the crew read the signal at the time. What it meant was that an outside interest, powerful enough to extract that kind of accommodation from the World Government, wanted Sanji delivered intact. The explanation arrived later: a marriage contract, a family he had scrubbed out of his own biography, and an Emperor of the Sea on the far end of the transaction.

The amount, incidentally, stings. Dressrosa earned Sanji 177 million and Usopp 200 million, the latter promoted in the same bulletin to God Usopp on the strength of a complete misunderstanding. The register does not reward work performed. It rewards what witnesses believe they saw — and at Dressrosa, the witnesses had been looking in the wrong direction.

One last note on that clause. It did not protect Sanji, it advertised him. Any attentive hunter could read straight off the poster that he was worth more to someone other than the World Government, and that the someone would pay better.
