Niji was supposed to be the fastest of the family. His genetic modification gives him speed and agility sharp enough that Sanji, his own brother, loses track of him mid-fight; combined with his Raid Suit, it produces a zigzagging, lightning-charged flight pattern that earned him the nickname Dengeki Blue. Of his four siblings, he's also the only one whose eyes are never shown, permanently hidden behind goggles, as if speed were meant to be the only readable thing about him.
That speed didn't save him from the one opponent who actually mattered that day: when he and Yonji try to take on Big Mom directly, they're beaten down almost instantly and sealed inside the pages of a book by Charlotte Mont-d'Or's power, put on display in the middle of Chocolate Town like a trophy before Ichiji and Reiju come back to burn the book holding them. The speed built into his body did nothing against a threat no speed could outrun.
Like his siblings, he's never appeared on a wanted poster: Germa remains a kingdom the World Government still recognizes, even stripped of its Levely seat since the wedding affair, and that recognition alone keeps his bounty status stuck in a limbo the Government has never resolved.
The irony sits entirely in the gap between the power on display, built for outrunning anything, and the exact moment speed itself stopped being the thing that mattered.
