Ginny’s Bounty at 190 million Berries

The 190,000,000 was set while she commanded the Revolution's East Army — before her second capture, not after. The window is narrow: the story shows her leading that army fourteen years ago, and she is taken again shortly afterwards.

Ginny was born in the Porco Kingdom on the Grand Line and enslaved at four. At thirteen, shipped to God Valley to be hunted, she had already wiretapped the Celestial Dragons' Den Den Mushi, learned that two Devil Fruits were being put up as prizes for the hunt, and, with Emporio Ivankov, leaked the island's position to the outside. The Rocks Pirates, the Roger Pirates, and the Marines all converged on it; five hundred slaves got off the island in the confusion. The incident the Government wiped off its own maps began as the escape plan of a thirteen-year-old.

The rest runs straight: the Sorbet Kingdom with Kuma, a cell for demanding his release, Dragon and Ivankov opening that cell, the enlistment, and eight years later command of an entire army.

She was retaken and forced into marriage as a Celestial Dragon's eighth wife — enslaved a second time, by contract this time. Jaygarcia Saturn used her for an experiment that failed and left her with Sapphire Scales; throwing her out of Mary Geoise to die is what set her free. She carried her daughter back to Sorbet and died there before Kuma could reach her. Only two things end a bounty, a larger one or a confirmed death, and hers ended that way; Dragon left her seat empty for eight years afterwards.
