Hibari’s Bounty at 200,000,000 Berries

Bullets developed by Vegapunk and affectionately nicknamed GP Flowers, which jam an opponent's weapon by making plants literally bloom inside the barrel: that's Hibari's entire arsenal, a sharpshooter with SWORD serving directly under Koby.

That chain of command hides an older debt. According to an anecdote Oda published himself, Koby once saved her life in combat; in the process, she lost a lucky stuffed bear in the crossfire. Wounded and scolded by a superior for the risk, Koby still went back onto the battlefield to retrieve it for her. Since then, Hibari has secretly renamed the bear Kopy-senpai — a nickname she keeps to herself, one the captain in question has apparently never noticed.

Hibari herself only enters the story at Egghead, part of the same wave of SWORD officers — Doll, Kujaku, Prince Grus among them — who all get introduced within the same handful of chapters rather than built up across years of prior cameos. That debt to Koby resurfaces there in sharper form: she begs Rear Admiral Prince Grus to let her leave her post and go help Koby instead of holding the line. The record doesn't confirm whether the request was granted, but it settles at least this: under a SWORD uniform, a sharpshooter with no supernatural power ranks protecting a superior above her own assigned mission.

Cross Guild rates her at only two stars, two hundred million berries by its scale — the lowest tier in this entire batch of Marine officers, a quarter of the standard rate carried by the vice admirals around her, for a sniper whose weapon is built never to kill outright.
