Kujaku could have inherited a desk career: her grandmother, Vice Admiral Tsuru, preceded her into the Marine by two generations. Instead she picked a steel whip she named Beethoven, and the habit of treating every superior officer like an unruly subordinate — Garp included, whom she calls, without blinking, a bad boy.

The Muchi Muchi no Mi gives her a specific power: remote control over anything she manages to whip, including inanimate objects she turns into extensions of her own arm.
