That number says nothing about the man specifically; it prices the rank, printed on a document pirates write up for Marines.
What belongs to Smoker alone is the precise list of times he's failed against the same man. Loguetown, where Luffy slips out of his grip at the foot of the execution platform, in plain sight. Alabasta, where he lets him go on purpose once he understands the truth about Crocodile. Punk Hazard, where he loses command of G-5 after his second-in-command Vergo is killed by Doflamingo right in front of him. Wano, where he runs into Luffy again and still can't hold him longer than a few minutes. A smoke Logia that slides out of any physical grip serves here as an accidental metaphor for the whole career: he touches, he never closes his fist.
Cross Guild didn't need to study him for long to set the price — the rank did the work, no inquiry into the man required. He shows up on the same kind of listing as pirates he's never once caught, priced by an organization that never had to negotiate with him to reach the number. The irony is that his signature weapon, a seastone jutte built to cancel Devil Fruit powers on contact, is one of the few things in the story that can actually hurt Luffy's rubber body — and even that edge has never once turned into a successful arrest.
