Who's-Who’s Bounty at 546 million Berries

Thirteen years ago a World Government ship was carrying the Gomu Gomu no Mi. The Red Hair Pirates boarded it for that cargo specifically, and Lucky Roux walked off with the fruit. The CP9 operative assigned to guard it was Who's-Who, who claims he was rated a prospect on par with Rob Lucci. One mistake cost him his post and put him in a cell, and a year later the fruit he had failed to protect was swallowed by a seven-year-old named Monkey D. Luffy.

He broke out, captained the Who's-Who Pirates, then joined the Tobiroppo, the six strongest Shinuchi of the Beasts Pirates, outranked only by Kaido and the three All-Stars. His is the highest of the six figures, and at thirty-eight he is the oldest of them. What the Government is pricing here is not only the pirate: during the raid two CP0 agents talk his case over on Onigashima and settle on wanting him dead. Their reasoning is cold. What he knows of the agency is out of date and his survival does them no direct harm, but letting a rogue operative live would set a precedent.

The one real opponent the story gives him is Jinbe. He swarms the helmsman with his subordinates while mocking the very idea of a fair fight, and only comes down himself once Tama's dango flip the Gifters and the numbers advantage evaporates. Six Powers and saber-tooth fangs against Fish-Man Karate: his Haki-hardened fingers snap on Jinbe's body, Jinbe crushes his wrists and finishes him with Onigawara Seiken. Jinbe walked into Wano at 438 million and walked out at 1.1 billion. He still said out loud, mid-duel, that his opponent's sentence had been unjust.
