Thirteen years ago, a World Government ship was carrying the Gomu Gomu no Mi under the guard of a CP9 agent rated as promising as Rob Lucci. The Red Hair Pirates attacked that ship; Lucky Roux picked up the fruit without even trying to steal it for its worth — Shanks was the one who knew exactly what he was holding. The agent who lost that fight was Who's-Who. He lost his post, then his freedom, jailed for a failure that was never really his to own: the fruit he'd failed to protect ended up, a year later, in the stomach of a boy named Luffy.

Having escaped custody, captained his own crew, then joined the Beasts Pirates, Who's-Who now carries a bounty of 546,000,000 berries — a figure that speaks to his Neko Neko no Mi, Model: Saber-Tiger, and to his job counting Kaido's treasury at Onigashima. It says nothing about what he actually lost: access to the World Government's most secretive branch, wiped out the day a red-haired pirate scooped up, almost as an afterthought, the single most consequential object in everything that followed.

At Onigashima, Jinbe is the one who meets him first, Six Powers against Fish-Man Karate, before Who's-Who drops into his full saber-tiger hybrid form. The registry prices the man he became among pirates. It never mentions the man he might have stayed — an operative rated on par with Lucci, discharged for the founding mistake behind Monkey D. Luffy's entire career.
