Jack never fought at Onigashima to defend a title, he'd already earned his years earlier, alone, leading the assault on Zou while Kaido was busy elsewhere. The raid failed; Inuarashi and Nekomamushi's Minks eventually drove him off. The wanted poster never accounted for that failure: the billion berries reward the ability to raise a fleet and throw it at an entire island, not the outcome.
His epithet, the Drought, comes from the transformation that earns it: an ancient Zoan mammoth type capable of flattening a region's crops before a single blow lands, raw mass built for smashing gates and fleets alike, with nothing of King's vanished myth or Queen's laboratory science behind it. He also commands the Ludo Bird, an enormous flying transport that ferries Kaido's forces wherever the war effort needs them, the same vessel that carried the invasion force to Zou years earlier.
At Onigashima, wounded by a combined attack from X Drake and Killer during the rooftop battle, he simply drops out of the story, with no panel ever confirming his death, unlike King and Queen, both shown defeated to the end. The file carries no closing line, no identified body, no confirmation of any kind.
The government keeps hunting a man whose last confirmed sighting was that exact fight, with no report ever settling what became of him, a billion berries suspended on a file nobody has reopened or shut.
