Bounty of Yamato – non-wanted character

There is no bounty on Yamato, and it isn't an oversight or a mystery. The World Government has simply never laid eyes on him.

Bounties don't measure power, they measure exposure. The number goes up when you sink a merchant convoy, burn down a base, humiliate a vice admiral in front of witnesses. Yamato spent almost his entire life on Onigashima, inside a country sealed off from the world and outside Government jurisdiction, wearing explosive cuffs designed specifically to stop him leaving. There was never an opportunity to invoice him.

The power isn't in question. Kaido's child carries a Mythical Zoan — the Inu Inu no Mi, Model Okuchi no Makami — commands all three forms of Haki, and traded blows with the strongest creature in the world at a point when four crew captains together were barely denting him. Anyone else with that résumé would be posted at several hundred million.

Wano accounts for the rest. The country had been closed for centuries: no embassy, no press, no Marine presence on its soil. It's the same reason Kin'emon, Denjiro and Momonosuke stay out of the files despite years of open war against an Emperor. As far as the World Government's paperwork goes, none of it happened.

The blank has an expiry date, though. Yamato chose to walk Wano first, the way Oden did, before going to sea — but the intention to sail is on the record. The day he crosses the border, the file opens, with twenty years of Onigashima to catch up on.
