Bounty of Wapol – non-wanted character

Wapol is the only figure in this batch who can eat literally anything — the Baku Baku no Mi fuses whatever he swallows into his own body: weapons, armor, and on occasion his own subordinates. That's exactly what he does to Chess and Kuromarimo during his attempt to retake Drum Island. Rather than fight himself, he swallows both men and fuses them into a single combat entity, Chessmarimo, so they can fight in his place.

Chopper drives him off, with Dalton stepping in to stop the fight from turning into outright murder; Drum Island becomes the Sakura Kingdom under a new government. Wapol, thrown off his own throne a second time, doesn't vanish from the world for it: after the two-year timeskip, he rules a brand-new territory, the Evil Black Drum Kingdom — a deposed king who finds a crown somewhere else entirely, never needing a pirate crew to pull it off.

That is precisely why no bounty exists for him: his tyranny was an abuse of power internal to his own kingdom, never an act of piracy that falls under the World Government's maritime jurisdiction. A sovereign can crush his own subjects without ever becoming, in the eyes of the administration that prices pirates, a criminal it has any authority over.

No source places him at Marineford or Impel Down; his whole story stays boxed into Drum Island and his later restoration elsewhere, never crossing paths with the war that redrew the rest of the map.
