Bounty of Hody Jones – non-wanted character

Hody Jones, a great white shark Fish-Man, led an armed coup, took a princess hostage, and toppled a king — and no bounty was ever posted on his head. At Fish-Man Island, his revolt against King Neptune and the kidnapping of Shirahoshi have the scale of a coup d'etat; it never had time to become a Marine case, because the royal family of Ryugu Kingdom judged and imprisoned him itself, a verdict delivered by Prince Fukaboshi, before any bounty could ever be filed. A bounty punishes a fugitive still on the run, not a prisoner already locked away by a sovereign kingdom.

What actually drives Hody is not hatred of humans in general but a misreading of Fisher Tiger's own story. The founder of the Sun Pirates had refused a human blood transfusion on principle, after suffering human cruelty himself; Hody draws the opposite lesson, and models himself on Arlong's supremacist doctrine instead of the man he claims to avenge. To enforce it, he consumes Energy Steroids that multiply his strength at the cost of an irreversible dependency.

Luffy beats him in Gear Third, finished off with an Elephant Gun, after taking a bite that tears straight through his Busoshoku Haki. Hody survives the defeat in a body none of his own victims would recognize: the Energy Steroids age him decades in minutes, and it is that bald, stooped old man, not yesterday's warlord, whom Ryugu Kingdom locks away for life.
