    Jabra hated losing rank more than losing a fight. Third-strongest agent in CP9, behind Rob Lucci and Kaku, he seethed at watching Kaku — once weaker than him — pull ahead in raw power; his real war was never against the Marines or pirates, it was the pecking order inside his own department. The Inu Inu no Mi, Wolf model, gives him a hybrid or fully bestial body, the build of a pack animal rather than a mere combat disguise.

    A bounty would hang an outside rank on a man whose whole conflict played out inside a bureau Cross Guild has never even glimpsed: no figure, no symbol has ever been published under his name, and that blank says nothing about how dangerous he is — only that an organization built to grade declared enemies of pirates has no line item for officials of a government that never surfaced in public.

    At Enies Lobby, it isn't Zoro who fights him — Zoro is matched against Kaku, the very man whose rank obsesses Jabra — it's Sanji, who shatters his Tekkai with a single Diable Jambe kick. So the defeat comes from a Straw Hat he hadn't even flagged as his priority, while his attention stayed locked on an internal scoreboard nobody outside CP9 was keeping.

    What the outside world will never register is a man whose entire ambition lived inside an office hierarchy, brought down by someone who was never on it.
