Bounty of Joseph – credible but non-canon

Joseph's job is manufacturing an official lie. At Dressrosa, after Donquixote Doflamingo's removal from the Warlord system, he's one of the masked CP0 agents sent to sell the population on a cover story — that the revocation was a mere printing error — a government operative whose task is literally to deny a truth that Nico Robin, Trafalgar Law, and Usopp have just watched happen with their own eyes. He's also the only known CP0 agent from the Longarm Tribe, a physical trait that has never served him for anything beyond one more layer of disguise.

Years later at Onigashima, his function shifts without changing shape: he relays the Five Elders' order to interrupt the Luffy-Kaido fight to the rest of CP0, then reports the scale of Kaido's losses back up the chain — always the messenger, never the one deciding anything. When the operation collapses around him, he escapes the island by Geppo, abandoning along the way the mission he'd actually been sent to carry out: capturing Nico Robin, whom he never once gets close enough to touch.

No Cross Guild rating attaches to his name, consistent with the rest of CP0, a unit that never fights under its own colors. What his file preserves, then, isn't a feat of combat but the same function performed twice, years apart: deny Dressrosa, then relay Onigashima — a mouthpiece for the World Government who never once needed to raise a fist to complete the assignment.
