Bounty of Spandam – credible but non-canon

Spandam orchestrated the theft of the Pluton blueprints and the frame-up of Nico Robin — the whole affair that set Enies Lobby on fire. The operation failed at every stage: spine broken by Robin herself, hit by Sogeking's shot from a hanging bridge, then crushed under Funkfreed, the elephant-sword he'd been wielding, turned back on him by Franky just as he thought he'd already won. None of it ever made him a wanted pirate — humiliation and military rout aside, he stayed a World Government official protected by his rank.

His father Spandine puts him in charge of CP0 during the timeskip, in the very move that buries Spandine's own political legacy — and then Spandam gets demoted to the lowest rank in the unit, now answering to Rob Lucci, the man he used to command back at Enies Lobby. The org chart flipped without a single new offense to justify it, his father's fall from influence being reason enough.

A bounty would make sense: his crimes against Ohara and the Straw Hats are documented, his failures public, his reputation shot even inside CP9's own ranks. But as long as Spandam counts as a state agent rather than a declared criminal, the question doesn't even come up administratively — Cross Guild sells ratings on active top brass who face pirates, not on a disgraced subordinate who hasn't shown up on a single battlefield since Enies Lobby.
