Bounty of Rob Lucci – credible but non-canon

Rob Lucci killed people at Enies Lobby with the World Government's blessing — which is exactly why a bounty on him is both logical and never once shown. A pirate who guns down a Marine becomes a face on a poster; a CP9 agent who guns down an ally of the Straw Hats stays a closed file, because the act was state business, not a crime in the sense the registry recognizes.

Moving to CP0 after the timeskip doesn't change that status — he's still acting on direct orders, this time from the Five Elders rather than the civilian government. At Egghead, though, he breaks the protocol barring anyone from engaging an Emperor without clearance by fighting Luffy and Blackbeard on his own initiative — a personal call, not an assigned mission, and exactly the kind of move that would trigger a bounty within the day on a less institutionally protected man.

His Devil Fruit, the Neko Neko no Mi Model: Leopard, shows an awakening that Vegapunk notes with specific unease: unlike the usual rule for awakened Zoans, which warps the user's behavior, Lucci keeps full control of his mind in his most dangerous form. No personality slip, no loss of self — just more speed and more force under the same cold, methodical operator.

Cross Guild, which does sell ratings on Marine top brass, has never published a thing on him. No open case, no closed number: Lucci is a man everyone agrees is dangerous and no one, officially, has ever priced.
