THE ULTIMATE ONE PIECE BOUNTY ARCHIVE

Shakuyaku’s WANTED poster, whose existence is plausible but not officially confirmed.

Before Boa Hancock, another woman ruled Amazon Lily and captained the Kuja Pirates: Shakuyaku, who gave up her title of Empress more than forty years ago to run a bar on the Sabaody Archipelago instead. The place is known today as Shakky's Rip-off Bar, in Grove 13, and functions as an informal clearinghouse for anyone looking for information about the New World — fugitive pirates, recruiters, and old hands from Roger's own crew, who reportedly counted among her admirers back in those days.
Her personal life followed the same pattern of withdrawal from public view: she now shares her days with Silvers Rayleigh, Roger's former first mate, in a partnership of trust and business that has lasted decades without ever once resurfacing in an official file.
That absence of a file is exactly the open question here. A pirate fleet captain, ruler of a warrior kingdom, a direct contemporary of Roger's own generation — did the World Government ever put a bounty on her at all? Nothing in the story confirms it, and nothing rules it out either. Records from that far back are among the least documented in the entire story so far, and a woman who has chosen to vanish behind a bar counter for forty straight years has never given anyone a reason to reopen the question. Amazon Lily has its current Empress, priced and known to every reader. The one who came before her remains, on this registry, a total unknown.
