The Navy came to Amazon Lily with Seraphim units to make an arrest. The Blackbeard Pirates turned up at roughly the same moment with a different intention: to kill her and take her Devil Fruit.
That is what makes this line unusual. A bounty is supposed to designate a capture for the benefit of a state. This one immediately attracted a private buyer with no interest in capturing her at all. Hancock's power is one of the few in the series whose market value has been established by a third party, and that valuation appears on no wanted notice anywhere.
Both groups left without her, because Silvers Rayleigh happened to be on the island. It is worth noting what the number is not measuring. Since Marineford, where she was one of three Warlords to walk away from the battle without a scratch, she has taken part in no major event at all. This is an assessment rather than a record of activity.
She left her island shortly afterwards, and not to run. The point was that the next fleet sent after her should find nothing on arrival except women of no administrative interest whatsoever. The operation cost the people who launched it as well: Blackbeard's men left Amazon Lily carrying a hostage they had not come for, the Marine captain Koby.
