The number is not a rough estimate. Seventy thousand fish-men recruited in the poorest district of the island, thirty thousand human prisoners seized at sea and held at the bottom of the kingdom: no organization in this directory has ever fielded anything like it, not even an Emperor's army.
None of it went through the Marines. Fish-Man Island is a sovereign kingdom, ten thousand metres below the surface, protected by an Emperor's flag rather than by the World Government. A coup was mounted there, the princess was taken hostage, the king was deposed for a few hours, and the whole affair was settled in the kingdom's own waters, by the kingdom's own people.
The recruiting pitch was internal as well. These men were not sailing up to raid the seas above; they wanted a war against the human species, funded by trafficking combat steroids manufactured locally. The target was the surface, the organization was underground, and the world above never opened a file on an enemy that named it directly. The recruits had been raised on a version of their own history that the founder of the earlier fish-man crew would have refused outright.
The seven names on this page are therefore a high command with no price. A captain, five officers, a swordsman for hire: men the bounty system never had to assess, because another jurisdiction judged them first, and faster.
