Why some characters have no bounty
Ikaros Much’s WANTED poster — neutralized version.

Ikaros Much is a giant squid Fish-Man, an officer of Hody Jones's crew with real command over lower-ranking soldiers beneath him. His eight arms each wield a Dried Squid Spear capable of draining the moisture out of anyone they strike, and he can spray ink dense enough to form full duplicates of himself mid-fight — the Wings of Ikaros, a technique built to multiply attack angles rather than raw power. His ink doubles aren't built to fool a seasoned opponent for long, only to buy the half-second needed to land a spear. He fought alongside Hody Jones during the coup against Ryugu Kingdom, and like the rest of the crew, he never carried a bounty: local justice judged him before a Marine file ever had cause to open.
His opponent is Franky, who closes the duel with a single laser blast. The fight ends on an image more comic than dramatic: the shot leaves Ikaros Much looking exactly like the dried squid his own weapons were named after, a joke the arc doesn't bother softening.
Defeated, he pays the same price as his accomplices for the Energy Steroids that had multiplied his strength during the uprising: instant aging that leaves him unrecognizable by the time Ryugu Kingdom hands down its sentence. An eight-armed officer who commanded troops of his own and could split himself across a battlefield left, in the end, exactly one lasting image — his own defeat, cooked.
