Issho’s Bounty at 3,000,000,000 Berries

How does a blind man fight? Issho — known throughout the Marine registry as Fujitora — lost his sight years ago, and no confirmed source explains exactly how he compensates for it in battle: no named technique, no verified account of how he tracks an opponent he cannot see. What is confirmed is what his hands produce: the Zushi Zushi no Mi, a gravity power strong enough to pull meteors down onto a battlefield.

He holds a principle he states openly, one no other admiral claims as bluntly: he refuses any promotion won through political maneuvering, and insists on rising through the ranks by force alone — a difficult vow inside an institution where promotions get negotiated at least as often as they're earned in combat.

At the Levely that follows Dressrosa, Fujitora ends up on the administrative side of history rather than the combat side: he helps contain freed slaves while, upstairs at Mary Geoise, an entire system of Warlords gets dismantled — and he is the one who announces that a replacement is already being prepared, the seed of what eventually becomes the Pacifista Seraphim unveiled at Egghead. A blind admiral guarding bodies that were just freed, on the very day the Government starts rebuilding its own chain of enforcers.

Cross Guild rates him at three crowns, three billion berries by its own scale — the same figure as his fellow admirals, as if the one principle he holds personally, owing nothing to politics, ends up validated from outside the Marine by an organization that measures nothing but raw threat in the first place.
