The portrait behind that price fits into a handful of facts. An admiral who wields the Light-Light Fruit to move at literal light speed, Borsalino has a long-standing reputation as the laziest of the three admirals, a man capable of catching virtually any fugitive alive who regularly chooses not to bother. Three years earlier, at the Sabaody Archipelago, this same man had come close to killing several members of the Worst Generation outright during the crackdown on the Supernovas, proof that his restraint is a choice rather than any natural limit. At Egghead, holding Luffy, Jewelry Bonney, and Sentomaru well within easy reach, he let all three of them go, with no official explanation ever offered to his own chain of command or to the reader.

That's exactly the kind of episode Cross Guild can price without needing any proof at all: three crowns don't punish a confirmed crime, they price a standing doubt. The Marine still lists Borsalino as an active admiral in good standing; the notice, meanwhile, leaves open a question the story itself has never once closed.
