Kizaru fires into him at point-blank range on Sabaody, and eight straw dolls fall out of Hawkins before he does. The Wara Wara no Mi lets him carry ten at most, each one tied to a real person somewhere else who absorbs the injury in his place. That day, eight of them took an admiral's fire.
Hawkins does not receive his own hits. He does not make his own decisions either. He draws cards, calculates survival probabilities, and engages or withdraws according to the result. When the admiral came to a stop in front of him, he ran the numbers and then simply announced that he would not be dying today. He nonetheless turned himself into a giant scarecrow to fight the man face to face, which is close to the only time this amount pays for him standing in front of an opponent rather than routing the blow elsewhere.
He should have died there. Kizaru blinded him with light, worked out that he was not a Logia, burned through the remaining eight dolls with rapid consecutive fire, and put a light arrow through his abdomen. Two things saved him, in this order: Scratchmen Apoo, who threw himself into a fight nothing obliged him to join, and a Den Den Mushi that rang before the finishing blow. The same Apoo would later sell him to Kaidou.
This is the figure he was carrying that day, and still carrying when he sailed out to watch Marineford from a safe distance. He spent the battle calculating Luffy's odds of survival, and found it strange that however many times he ran them, they never came out at zero.
