Monkey D Garp’s REWARD poster with a reward of 3 billion Berries.

Cross Guild's notice on Monkey D. Garp carries three crowns, three billion berries at the organization's own rate, precisely what it assigns to a sitting admiral in active service. The irony sits in a single career fact: the Marine itself has never once managed to make Garp an admiral. He turned the promotion down more than once, eventually explaining himself to his own officers; accepting that rank would have meant serving the Celestial Dragons directly, a submission he has refused ever since the God Valley Incident.
Known across the Marine as the Hero who fought Gol D. Roger's crew time and again without ever managing to capture the Pirate King himself, Garp counted Roger among the rare opponents he openly respected, still bringing up his name years later in front of his own recruits. A vice admiral through the timeskip and well beyond it, Garp personally trained the three men the government would come to fear most a generation later: his own grandson Monkey D. Luffy, along with Portgas D. Ace and Sabo, the latter two raised as brothers under the same roof. None of the three inherited his loyalty to the Marine, and that may be exactly what Cross Guild chose to price here: the man who raised an entire generation of the world's most wanted pirates while still wearing the uniform himself every single day.
Three crowns for a rank its own holder spent a whole career refusing: Cross Guild's notice hands Garp, unasked, exactly what the Marine never once managed to force on him.
