Here is a number that sat there for a while with nobody able to collect it. Law reached 440 million during the two-year gap, then had it frozen by taking a seat among the Seven Warlords: the figure stays on the books and goes quiet.

The seat had a price and he paid it in full — one hundred pirate hearts, cut out and shipped to the World Government. That is not a turn of phrase. The affair has a name, the Rocky Port Incident, and Law is held to be the mind behind it.

He was not the first of the Worst Generation to sit there either. Marshall D. Teach had got in ahead of him by handing over Portgas D. Ace, with one difference that matters here: Teach had never been priced at all, so he had nothing to freeze. Law arrived with a figure already printed, and the title silenced it.

The title did not fall at Punk Hazard, where the newspapers had already run the alliance with Luffy. It fell on Green Bit. Fujitora offered him the way out face to face: call the Straw Hats your subordinates and you are forgiven, since a Warlord may have men under him but not equals. Law replied that he and Luffy were allies. The admiral stripped the title where he stood, then brought a meteor down on the beach.

That is what this figure actually records. A man gave up the most protective status in the world rather than describe Luffy as working for him. And the number did not simply switch back on: when a poster in his name went up again, after Dressrosa, it carried a different one.
