Belo Betty's Kobu Kobu no Mi doesn't strike anyone: it amplifies the courage of whoever hears her speak. A single address is enough to turn a crowd of unarmed civilians into a line that holds against armed pirates — that's how she and the Revolutionary Army's other three commanders broke the Peachbeard Pirates' raid on the Kingdom of Lulusia, by arming bystanders rather than simply standing between them and the enemy. The irony runs all the way through: Peachbeard, captured by the very citizens she had just talked into fighting, ends up handed over so those same citizens can collect his own bounty.

As commander of the East Army, one of the four placed directly under Dragon's authority alongside Emporio Ivankov, she holds a post she didn't create. Roughly thirty years ago she was still fighting among the Freedom Fighters who helped free Bartholomew Kuma and a woman named Ginny; the group later reorganized into the Revolutionary Army, and Betty took command eight years after Ginny's death — her direct predecessor. The title she carries is an inheritance from someone who died for the same cause, not a conquest she made on her own terms.

The 457 million on her head isn't pricing a fighter in the traditional sense — no blade, no destructive fruit to point to. It's pricing an ability to make everyone else fight, inside an organization where, by the World Government's own arithmetic, the power to make people brave apparently outprices the power to hit them yourself.
