Sabo’s Bounty at 602 million Berries

What the World Government is pricing here is a second-in-command. Sabo is the Revolutionary Army's chief of staff, the No. 2 of the whole organization, with authority over every rank below him and exactly one man above him, Dragon. He reached that post with no Devil Fruit at all: a metal pipe, the Ryusoken and its dragon claws, Haki driven into his fingers. At Dressrosa, still without a fruit, he snapped Diamante's weapon in half and broke the Haki-reinforced armour on Jesus Burgess's right arm.

The Mera Mera no Mi came afterward, and nobody handed it to him. He won it in the Corrida Colosseum wearing Luffy's Lucy disguise, blowing the ring apart to snatch the fruit while the other finalists were still fighting the whirlpool he had just made. Soon after, still on Dressrosa, he put down Vice Admiral Bastille with a single grip that crushed helmet and skull together, then stood up to Admiral Fujitora and walked off with bruises, suspecting the admiral had gone easy on him.

On the fourth day of the Levely, the Revolutionary Army walked into Mary Geoise to declare war on the Celestial Dragons and take Bartholomew Kuma back: Karasu on Fujitora, Morley on Ryokugyu, Lindbergh freeing slaves, Sabo cutting down the guards holding the keys. He then crossed Pangaea Castle without the Five Elders, all of them skilled Observation Haki users, sensing a thing, found Imu seated on the Empty Throne, and attacked. He left the Holy Land badly wounded, but he left it.

The papers later pinned the murder of Nefertari Cobra on him, a killing carried out by Imu and the Elders. Sabo lets the story stand: eight kingdoms rose in its wake, and the crime he never committed has made him more popular than Dragon himself.
