Charlotte Perospero’s Bounty at 700 million Berries

Perospero quotes his own price out loud. He threw it at Pedro in a chateau courtyard, after blocking the mink's strike and pinning him to the ground: seven hundred million, delivered with a satisfaction nothing in the scene called for. He cares about the figure.

On paper he is merely an officer, Minister of Candy, master of Candy Island, without the Sweet Commander title three of his juniors carry. In practice the eldest Charlotte child runs things. He assigns his brothers and sisters for the massacre of the Vinsmoke Family, he directs the hunt for the Thousand Sunny, and Smoothie, who outranks him, takes his orders without argument. When the succession came up at sea off Wano, he claimed the crew on grounds of seniority. His bounty also sits above Snack's, and Snack actually held a Sweet Commander seat.

He fights, too. The Pero Pero no Mi does not petrify anyone on contact: the candy coats the target, soaks into the body and kills within minutes with no way out of it. He pinned the genetically modified Vinsmokes, locked Capone Bege's fortress form by the legs, took a punch from Ichiji in a Raid Suit and came away with a bruise, folded Brook and Chopper, beat Wanda and Carrot together, and pushed Nekomamushi to his limit.

What costs him is drawing things out. He gave Pedro the time to set off the explosives sewn into his jacket and lost his right arm for it, replaced by a candy one whose main flaw, he complains, is melting whenever he drinks tea. Then he kept Nekomamushi alive long enough for the clouds to slide off the moon, and the restored Sulong dropped him in a single blow.
