The Polar Tang is a submarine, which makes the Heart Pirates the only crew in this registry whose normal working state is being under the water. The one steering it is a polar bear over two metres tall, born on Zou, and he carries a three-digit amount here.
Part of the gap explains itself. A criminal file feeds on witnesses, garrison reports and photographs taken from a deck. A crew that submerges produces very few of those, and Zou was not available data either. The island had been moving for centuries without the world having any notion it existed, which left the administration with no place of birth to write down for half the people who came from it.
The rest is better played than suffered. This figure sits on a Mink who apologises when insulted, apologises again when his own captain compliments him, and who has taken a vessel nobody else knows how to hold across the Calm Belt and through the New World without losing his heading once.
There is no administrative irony to hunt for here. The World Government did not undervalue Bepo. It simply never had any way of watching him work, and a wanted notice can only ever be as good as the sightings behind it. He joined that crew before almost anyone else did, alongside Penguin and Shachi, long before Trafalgar Law became a name the administration had any reason to write down.
