    CONFIDENTIAL

It was Penguin, not Shachi, who paid for that night in the forest: to drive off the boar that had just gored his friend, he threw the only weapon either of them had, a stolen bomb, and it went off in his own hand before he could even let go of it. His right arm survived only because Trafalgar Law, a teenager himself at the time, managed to reattach it that same night on a stranger's farmhouse table.

The gesture explains, better than any speech could, why Penguin has never once questioned an order from Law since: he owes the man not just his survival but the full use of a limb he had already sacrificed for someone else before either of them understood what piracy even was. A founding member of the Heart Pirates alongside Shachi and Bepo, he has since crossed Punk Hazard, Dressrosa and Wano aboard the Polar Tang without any of those arcs ever isolating his name from the crew's shared file.

The World Government doesn't price entire crews, only captains and identified officers — a rank Penguin has never once held. The paradox fits in one line: the man who literally gave up his own arm to save a crewmate before he even understood what piracy meant still has, thirteen years later, no administrative existence of his own. His loyalty came before his captain even did; only the captain's name has ever made it onto a poster.
