Bounty of Perona – credible but non-canon

The World Government has a number for Gecko Moria: 320 million, left over from his pirate career before he took a seat among the Seven Warlords. It never produced one for the officers who actually ran his island.

That was the whole logic of the arrangement. As long as Moria held his seat, Thriller Bark operated under de facto government cover, and the Marines did not price subordinates they had implicitly licensed to exist. Perona ran the island's ranks alongside Absalom and Dr. Hogback — two more names the bounty register passes over just as quietly.

The nature of the crimes did the rest. Thriller Bark hunted in the Florian Triangle, a stretch of sea shipping already avoided, and stole shadows instead of cargo. The few victims who got out went home without a shadow and without a story anyone would believe. It is hard to build a case on offences nobody can describe.

Perona also never had to fight in the open. Her Devil Fruit works by proxy: hollows that drain the will to live out of whoever they touch, and a zombie army that takes the hits on her behalf. She spent the arc issuing orders from a chair, which leaves remarkably few first-hand witnesses.

So the work has never mentioned a bounty in her name, and has never ruled one out either. The Ghost Princess remains one of the central figures of an entire arc whose criminal record, as far as the register is concerned, stayed blank.
