Two hundred million, and an epithet the World Government did not invent.

Doflamingo's entire regime on Dressrosa rested on Sugar, a small girl with the Hobby-Hobby Fruit, able to turn a human being into a toy and erase them from the memory of everyone who had ever known them. Hundreds of thousands of people had vanished from their own families' histories this way. The power broke on exactly one condition: Sugar losing consciousness.

The first time, Usopp had nothing to do with it. Sugar forced a Tatababasco grape into his mouth; he began screaming in pain, and the face he was wearing while he screamed dropped her where she stood. Ten years of victims returned to human form within the minute, and their families remembered them again. Measured in lives restored, it is the most consequential act committed by any member of the crew at Dressrosa, and it happened by accident.

The second time was entirely deliberate, and the face was no longer even his own: Kanjuro had drawn the expression Usopp had been wearing the first time. Usopp awakened Observation Haki on the old King's Plateau, took aim, and sent that drawing to Sugar inside a long-range Bagworm. She went down again.

It was the gladiators of the Corrida Colosseum, freed by the accident, who decided Usopp was a god. And it is that title, God Usopp, that appears on the two-hundred-million notice: an administration whose business is hunting pirates copied out the improvised theology of a crowd of prisoners.

The Tontatta had got him wrong in the opposite direction. Usopp had told them he was descended from Montblanc Noland, the hero they have revered for four centuries, and called himself Usoland; he eventually confessed the lie. Two mistaken identities in one arc, and the flattering one is the one that went to print.
