Sixty-six million is the bounty Nami was carrying throughout Totto Land, and it is where the figure loses contact with reality altogether.
On that island she did something no other pirate had attempted. She took a piece of Charlotte Linlin's soul. Zeus — one of the Emperor's three personal homies, a thundercloud animated by a fragment of her own will — changed sides, won over by greed, and has lived in Nami's Clima-Tact ever since. Big Mom lost a part of herself to a navigator posted at sixty-six million.
The World Government recorded nothing. It was not a fight, nothing was destroyed, and stealing a homie from an Emperor resembles nothing the Marines are used to putting a price on. Officially, Nami left Whole Cake Island in precisely the condition she entered it.
The amount itself came out of Dressrosa, where the whole crew was revised as a block. That is the standard mechanism: the Marines adjust the supporting cast according to the captain's altitude, without looking too closely at who did what.
Which produces a fairly comic situation. From the escape out of Totto Land to the raid on Onigashima, the poster in force remained the one printed after Dressrosa, carried in the meantime by a woman with a fragment of an Emperor inside her staff.
One last thing the figure cannot express. Zeus was not stolen, he was persuaded — which, against a being an Emperor built to obey her, is a talent the Marines have never had to price.
