Nami’s Bounty at 16,000,000 Berries

Sixteen million. It is the second-lowest bounty in the crew, sitting just above a reindeer invoiced at fifty berries.

The more revealing comparison lies elsewhere. Before Nami ever set foot on a pirate ship she had stolen a hundred million berries — patiently, island by island, across eight years, to buy Cocoyasi back from Arlong at the rate he had set himself. As a teenager she handled six times the sum the World Government assigns her as a wanted adult.

What the sum measures deserves stating precisely. Admiral Aokiji spelled it out to Luffy: a bounty does not only price your fighting ability, it prices how dangerous you are to the government — Nico Robin, posted at seventy-nine million aged eight for what she could read, is the extreme proof. Nor is Nami the non-combatant sixteen million implies. In the very raid that produced this poster she put down Kalifa of CP9, having worked out that the agent's Devil Fruit could not survive rain.

Read the figure, then, as the price of a misidentified role: the Marines saw a thief, not the woman who decides where the ship arrives.

Her reaction is the most telling part of all. Nami is the only Straw Hat who complained about having a bounty — not about the amount, about the principle. Being wanted shuts ports, inns and ordinary streets against you, and those comforts are precisely what she likes. The men of the crew hung theirs up aboard the Thousand Sunny and celebrate every revision; she is the only one the news upsets. The detail that finishes the scene: she had posed happily for the photograph, the photographer having told her he was a reporter from Water 7.
