Nami’s Bounty at 16 million Berries

Sixteen million berries. Coming out of Enies Lobby, that is the second-lowest bounty on the crew, ahead only of a reindeer posted at 50 berries.

The more telling comparison lies elsewhere. Before she ever set foot on a pirate ship, Nami had stolen 93 million berries, island by island, over eight years, to buy Cocoyasi back from Arlong at the price he had set himself: 100 million. She was 7 million short when Captain Nezumi, a Marine in Arlong's pocket, confiscated the hoard. As a teenager she had already gathered close to six times what the World Government would later put on her head.

What a bounty measures is worth stating. Admiral Aokiji told Luffy plainly: it prices more than fighting strength, it prices the danger someone poses to the government, and Nico Robin, wanted for 79 million at eight years old for what she could read, is the extreme case. Nor is Nami the non-combatant sixteen million might suggest. In the very raid that produced this poster she brought down Kalifa of CP9, having worked out that rain undid the soap of the agent's Devil Fruit. Not long after, on Thriller Bark, she knocked Absalom out with a single blow, admittedly once Sanji had already worked him over.

Her reaction says the most. When the Franky Family delivered the new posters in Water Seven, Nami was the only Straw Hat to complain about having a bounty at all: Sanji raged over his portrait, she objected to being wanted in the first place. Yet she had posed cheerfully, because the photographer introduced himself as a Water Seven reporter. Back in Cocoyasi, Genzo keeps an enlarged copy of the poster, and what worries him is the pose.
