That is the item Franky's file omits, and it explains essentially all of Water Seven. The World Government did not send CP9 into that city to arrest shipwrights. It came for the plans of an ancient weapon capable of destroying an island — handed down through Tom's shipwrights and kept by Cutty Flam, who had become Franky. Nico Robin gave herself up to CP9 so that the crew would not go down with her.
Franky destroyed them himself, by hand, after carrying them for years. He decided that a world in which those plans exist is a world that will eventually use them, and closed the question permanently.
The World Government priced that at forty-four million, in the general batch issued after Enies Lobby.
The contrast deserves stating. The institution levelled Ohara and hunted a child for twenty years to stop anyone reading the world's history. On the same day it permanently lost access to an ancient weapon, it opened a forty-four million file on a cyborg in swimming trunks and moved on to the next item.
It is worth noting where the plans came from. Tom, the shipwright who built Gol D. Roger's ship, held them; the World Government executed him without ever obtaining them. Franky inherited them at twenty and carried them sixteen years longer. Burning them closed the only case his master had died for. The register logged participation in a dockside riot.
