Franky’s Bounty at 44 million Berries

Forty-four million for the man who burned the Pluton blueprints.

No source ties the amount to that act, and yet it explains essentially all of Water Seven. The World Government did not send CP9 into that city to arrest shipwrights. It came for the plans of an ancient weapon capable of destroying an island — handed down through Tom's shipwrights and kept by Cutty Flam, who had become Franky. Nico Robin gave herself up to CP9 so that the crew would not go down with her.

Franky destroyed them himself, by hand, after carrying them for years. He decided that a world in which those plans exist is a world that will eventually use them, and closed the question permanently.

The World Government priced him at forty-four million for his part in the Enies Lobby incident, in the general batch issued afterwards.

The contrast deserves stating. The institution levelled Ohara and hunted a child for twenty years to stop anyone reading the world's history. Two weeks after it permanently lost access to an ancient weapon, it put forty-four million on a cyborg in swimming trunks, in the same wave of posters as the rest of the crew, and moved on to the next item.

It is worth noting where the plans came from. Tom, the shipwright who built Gol D. Roger's ship, held them; the World Government executed him without ever obtaining them. Iceburg handed them to Franky four years after Tom's arrest, and Franky kept them four more years, until Enies Lobby. Burning them closed the only case his master had died for. The poster, for its part, carries the name he goes by, Franky, not Cutty Flam, a name he had dropped at Iceburg's request to hide who he was.
