One million. That is the entire revision the World Government applied to Nico Robin's bounty in twenty years.

Between the ages of eight and twenty-eight she crossed half the known world, changed identity a dozen times, escaped as many crews as government agents, and ended up vice-president of Baroque Works under the name Miss All Sunday — a criminal organisation that came close to overthrowing an entire kingdom. Her poster read 79 million throughout. The first revision of her adult life came after Enies Lobby, and it was worth one million.

That is not an accounting oversight. It is the clearest admission the World Government has ever left about its own system. A bounty is meant to measure what a person has done. Robin's has never measured that. It measures what she knows, and what she knows has not shifted an inch since Ohara. Her actions are, quite literally, beside the point.

The detail is sharper still when you consider what that million was answering. To recover Robin, the institution lost its elite unit, its flag and its judicial island in a single afternoon. To reclassify her, it added one million.

Which produces a practical consequence Crocodile understood perfectly. Robin was worth very little to an ordinary bounty hunter and an enormous amount to anyone chasing a Poneglyph. She was therefore never pursued by the people her figure should have attracted, but by those who knew what she was for.

Eighty million does not price a criminal. It prices the only living person able to read the Poneglyphs — and a figure like that does not climb, because a skill, unlike a career, accumulates nothing.
