This amount belongs to a period when Crocodile still did things in daylight. He had gone after Whitebeard and had not come away the winner, and that is close to the whole of the public file, and all of it that will ever be.
The reason is technical and worth setting out. A Warlord's bounty is frozen: it stops being revised on the day the title is granted and records nothing its holder does afterwards. Crocodile used that property as a tool. Over the following years he built Baroque Works, an organisation of more than two thousand members assembled in such secrecy that not one of its agents ever had a bounty frozen, because none of them was ever formally connected to him.
So everything he did in that period appears nowhere on this line. A civil war manufactured from nothing in a desert kingdom, a famine engineered by controlling the weather, a million people steered into killing each other to clear the ground, and an ancient weapon searched for beneath a royal tomb. None of it is here, and none of it ever will be.
The seat did not reward him. It filed him away. The World Government believed it had bought a pirate's loyalty; what it had actually agreed to do was stop counting, and Crocodile understood the difference before anyone on the other side of the table did.
