Arlong’s Bounty at 20,000,000 Berries

Twenty million doesn't measure what Arlong was actually building. His bounty covers the seizure of a fishing village at Cocoyasi; the real project was uniting Fishmen for open war against humanity, bankrolled by extortion money squeezed out of the local fishing income. The village was a collection point, not the goal itself.

Before Nami, Arlong had already offered the same deal to other children in the village: ten years of saving, one hundred million berries, Cocoyasi's freedom in exchange. Genzo recalls at least one who didn't survive the attempt. The arrangement was never built to be honored — it was an extraction scheme dressed up as a contract, renewable as long as some new cartographer believed in it. Kiribachi, the blade grafted onto his own snout, was there to remind anyone who balked what a refusal would cost.

The fight that ended the system is dated: chapter 94, Arlong Park torn apart by Luffy, the map room reduced to wreckage. What follows is shown, not inferred: Marine Captain Nezumi, who'd been paid for years to look the other way on the hideout's activities, is forced by Luffy to make the arrest himself. It's the only moment in the record where the Marine visibly turns on the man it had been protecting.

A former Sun Pirate under Fisher Tiger, Arlong carried the idea of Fishman superiority into East Blue long before turning it into a protection racket. The file says nothing about what happened after the arrest — it closes on Nezumi's face, not on a sentence.
