Pull the fighter out of the sea, and the same body that dominates underwater starts gasping like any other fish on a dock: exactly the trap Sanji sets for Kuroobi at Arlong Park, dragging the fight onto dry land instead of chasing him into the water where the officer answers to no one. The outcome is decided by the choice of battlefield before a single blow ever lands.

Under Arlong, Kuroobi serves something bigger than his own bounty: a plan for Fish-Man dominance over the whole East Blue archipelago, with Cocoyashi standing as just one collection point among several villages paying the same tribute. Beating him doesn't end that plan, it only removes one enforcer among several officers. After the crew falls, it's Garp's reinforcements who come to arrest him, not the villagers he'd spent years extorting, too worn down by years of tribute to handle his capture themselves.
