A lighter and a hammer: that's the entire arsenal Usopp brings to the fight that becomes his first victory won completely on his own, with no Zoro and no Luffy anywhere nearby, against a Fish-Man who fires water like a bullet from a gun. Up to that point, nobody in the still-forming crew has ever seen him win a fight without someone else's help.

Chew's jet punches straight through a tree in a fraction of a second, the kind of raw power nothing in Usopp's arsenal can absorb head-on. So the answer isn't strength: it's fire, a flare shot from a slingshot that dries the opponent out and strips him of the only weapon he has, before the hammer finishes the job up close. Chew is later taken into custody alongside the rest of Arlong's officers, guarded by the Marine reinforcements who arrive once Arlong Park has already fallen, with no recorded attempt on his part to break free.

The number attached to him, five and a half million berries, sits at the bottom of Arlong's named officers, well behind Kuroobi or Hatchan, without making him the weakest fighter in the whole crew. It's a figure that measures one scene, one duel, one named opponent, with nothing else in the file to round it out.
