Foxy’s WANTED poster with a reward of 24 million Berries.

Spiky black hair swept into two points, thick triangular eyebrows, a grin splitting almost ear to ear, and a long red muzzle-like nose: Foxy, captain of the Foxy Pirates, wears his nickname — the Silver Fox — on his own face. The Noro Noro no Mi gives him a photon beam that slows a target by exactly thirty seconds, enough to rig a race, never enough to win a real fight.
At Long Ring Long Land he challenges the Straw Hats to a three-round Davy Back Fight. For the buoy race, Foxy does not rely on the beam alone: he disguises himself as a frail old woman to sow confusion, fires a smoke arrow to blind his rivals, and has a fake finish line set up ahead of the real one. The cheating works well enough to take two rounds out of three; even the Groggy Ring, the second event, slips out of that tally, since Zoro and Sanji combine their techniques for the crew and win it anyway.
Then comes the final combat round against Luffy, where the beam stops being enough: Foxy suffers the first defeat the story ever shows him taking. Davy Back Fight rules force the loser to hand over crew members to the winner — Luffy instead chooses to take back his own Jolly Roger flag, leaving Foxy with nothing left to fly. Twenty-four million berries for a captain whose real weapon was never strength but the arithmetic of delay and disguise.
