Ulti’s Bounty at 400,000,000 Berries

Ulti and her brother Page One are orphans: their father, Hanafuda, died while they were children, and Kaido took them in among the Beasts Pirates, making them, in effect, Yamato's foster siblings by circumstance rather than blood. The headbutts and the short fuse that define Ulti on the page were built inside that borrowed household, not inherited from an Emperor she was never actually related to by birth. That same uncontrollable rage had already shown itself whenever her brother took a hit from an opponent, well before her own fight against Nami and Usopp ever began.

At Onigashima she fights Nami and Usopp and takes the early lead — one headbutt is enough to put Nami down. The balance flips on a single piece of teamwork: Usopp traps her in a Sargasso snare, and Nami, wielding Zeus, drives a single lightning bolt through her. Ulti collapses, undone by internal damage that no punch thrown in a fair fight had ever managed to inflict on her before.

The 400-million figure puts Ulti above most of the dataset's mid-tier enforcers, landing on the exact same number as Karasu, an army commander from an entirely unrelated faction whose case has never crossed hers — a coincidence of arithmetic, nothing more. What the bounty actually prices is the seat Kaido gave her without a drop of shared blood: inside the Tobi Roppo, she's worth whatever an officer adopted by loyalty, not lineage, happens to be worth to an Emperor who owed her nothing.
