Donquixote Doflamingo’s Bounty at 340,000,000 Berries

This figure is older than his reign. Doflamingo carried it as captain of the Donquixote Pirates, and it was frozen the day he joined the Seven Warlords: ten years ago, by stealing money from the World Nobles and blackmailing the World Government. Dressrosa came afterwards and has nothing to do with the number.

The blackmail went back to his childhood. Born a Celestial Dragon, he was eight when his father Homing gave up the title to live as an ordinary man. There was no single riot, only a slow descent: the mansion burned, a shack on a scrap heap, his mother dead of illness, a lynching all three men of the family survived. At ten, Doflamingo killed his father and carried the head back to Mary Geoise to reclaim his rank, and was turned away as one of a family of traitors. He left with the secret of the Celestial Dragons' national treasure.

Nor did he govern from behind a puppet king. He took the throne by ruining the man who held it. Having demanded ten billion berries from Riku Doldo III to leave the country alone, he put strings on the king while the money was still being collected, sent him rampaging through the city of Sebio, turned the royal soldiers on their own citizens, then walked in as a liberator alongside Diamante, Pica and Trebol. He ascended the throne cheered by the people he had just terrorised.

The one blow that actually landed came from his brother. Rosinante, picked up by Sengoku after the family's fall and raised into a Marine commander, came back to him feigning muteness. Doflamingo was never in the dark about why: the report Rosinante entrusted to a child to carry to the Marines was handed to Vergo, the officer Doflamingo had himself planted in the Marines fifteen years earlier. He shot his brother knowing exactly what he was. The child was Trafalgar Law.
