Two entries, two encounters with the same man, and the roles precisely reversed. At Dressrosa it was Bellamy who refused to fight. Doflamingo had ordered him to take on Luffy in order to prove his worth, and Bellamy already understood as he walked out there that the assignment was a pretext. The man he had served all his life had decided to dispose of him.

This amount covers the two years in which he believed otherwise. He followed orders, carried them out, made himself useful, and was never regarded as anything other than an expendable instrument by the only person whose opinion mattered to him. The rise is real, but it does not describe any of that. It records a pirate who became more dangerous, at a point in the story where the man in question was losing everything he had built a life on.

The end of the arc belongs to him regardless. Doflamingo struck him down personally and publicly, and Bellamy outlived the man he had idolised.

It was the boy from Mock Town, the one he had beaten without ever getting an answer, who carried him out of the fighting. A wanted notice has no field for that kind of reversal, and there is no need to look for one. The file is still open, which is simply another way of saying that this man's story is not finished.
